It's a Good Life
Anthony Fremont is an omnipotent three-year-old, even able to read minds. He has an obsession with things being "good" or "bad" (a sign of Stage 2 moral reasoning according to [wikipedia/Lawrence_Kohlberg's_stages_of_moral_development]), and the town's residents must be very careful with what they do, say, and feel around Anthony as to not offend him. Anthony carelessly inflicts cruelties upon the townsfolk as he has tantrums.
Later adapted into a Twilight Zone episode.
